With the election just two weeks away, classes began today at Round Lake High School with juniors and seniors gearing up to cast their vote in a mock election, organized by the League of Women Voters. Students in Government, U.S. History and Economics lined the hallways waiting for their ballot in what appeared to be a true polling place. As part of the curriculum, students have learned about the voting process and all the rules that go along with it. This experience was made possible through the coordination of League of Women Voters members, Judy Armstrong and Jeanne Kearby along with Round Lake High School representatives Christina Cacciatore, Sarah Fontana and Doug Barnshaw. Armstrong and Kearby played a part in the overall experience today by checking voters in and distributing ballots. “Voting is a fundamental of the American experience and the League of Women Voters has promoted educated voting since its formation in 1908. Educating our youth by providing such a “real” voting experience is essential to their growth,” said Armstrong.</div>

<b>Members of the community, </b>including members the sponsoring organizations, the League of Women Voters - Lake County, <a href="https://cleanpowerlakecounty.org/" target="_blank">Clean Power Lake County</a>, <a href="http://illinois.sierraclub.org/" target="_blank">Sierra Club</a>, <a href="http://aauwwaukegan.blogspot.com/" target="_blank">AAUW Waukegan Area Branch</a>, Christ Episcopal Church, NAACP, Most Blessed Trinity, Waukegan Main Street and Greater Waukegan Development Coalition were led by CMAP staff through a series of questions and small group discussions to weigh in with their thoughts about transportation, housing, economic development, open space, the environment, and other quality-of-life issues for Lake County and the Northeastern Illinois region.<br />

<b> CMAP's</b> goal is to develop, within the next two years, a new comprehensive regional plan, called <b><span style="color: blue;">ON TO 2050</span></b>. CMAP is the planning organization for the seven counties of northeastern Illinois and helps coordinate strategies for the region's 284 communities to address housing, economic development, transportation, the environment, and other quality-of-life issues. This is an opportunity for League members from all over the state to learn more about issues about which the League has positions and concerns. Positions on issues are determined by grassroots study and consensus and are used as the basis for our advocacy and outreach activities. At this year's Issues Briefing there were sessions and workshops on gun violence prevention, public education, re-districting reform, the Illinois Clean Jobs Bill, criminal justice reform, healthy waters, mental health problems among prisoners, and consolidation of governmental units. We welcomed numerous expert speakers, including State Representative Elaine Nekritz (57th), State Senator Daniel Biss (9th), and U. S. Representative Robin Kelly (IL 2nd). Although the League of Women Voters is most known for its work in helping people register and vote and for presenting candidate debates, we are also proud of our advocacy on issues of importance to the public. </span><span style="font-family: "times" , "times new roman" , serif; font-size: large;"> </span><br />

<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">Drobinski, a Republican who works as Lake County gangs prosecutor, is challenging the Democratic Yingling in the 62nd House District that represents all or parts of Grayslake, Hainesville, the Round Lake communities, Lake Villa, Gurnee, Wildwood and Gages Lake.</span><br />

<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">Yingling said the minimum wage should be boosted except for workers 18 years old or younger. He said anyone working 40 hours a week deserves enough money to live properly.</span><br />

<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">Drobinski, a Wauconda resident, said a higher minimum wage "would kill jobs." He also disputed what he claimed are attempts by opponents to portray him in favor of cutting the minimum wage from $8.25 an hour.</span><br />

<li style="list-style: disc outside !important; margin: 3px 0px 0px !important; padding-bottom: 0px; padding-left: 5px !important; padding-right: 0px; padding-top: 0px;">The Illinois State Board of Education should continue to monitor the progress of existing charters before supporting expansion, specifically looking for improvement in individual student test scores and achievement of the specific goals stated in the school's charter. </li>
<li style="list-style: disc outside !important; margin: 3px 0px 0px !important; padding-bottom: 0px; padding-left: 5px !important; padding-right: 0px; padding-top: 0px;">Charters should be established by local school boards, with adequate provisions for public education and participation in the decision making process. </li>
<li style="list-style: disc outside !important; margin: 3px 0px 0px !important; padding-bottom: 0px; padding-left: 5px !important; padding-right: 0px; padding-top: 0px;">An appeal process to the State Board of Education should remain in place as an option for charters who have been denied by their local school boards. </li>
</ul>

<span style="font-size: 13px; line-height: 19.5px;">While we feel that advantages of charters largely outweigh the disadvantages, we have identified the following areas of concern:</span></div>
<ul style="color: #555555; font-family: Arial, Helvetica, sans-serif; font-size: 13px; line-height: 19.5px; list-style-image: initial !important; list-style-position: outside !important; margin: 5px 0px !important; overflow: hidden; padding-bottom: 0px; padding-left: 2.3em !important; padding-right: 0px; padding-top: 0px;">
<li style="list-style: disc outside !important; margin: 3px 0px 0px !important; padding-bottom: 0px; padding-left: 5px !important; padding-right: 0px; padding-top: 0px;">School funding. Charters do nothing to address the issue of equitable and adequate funding of education, including special education.</li>
<li style="list-style: disc outside !important; margin: 3px 0px 0px !important; padding-bottom: 0px; padding-left: 5px !important; padding-right: 0px; padding-top: 0px;">Financial impact on underlying school districts, especially smaller districts. Charters place financial pressure on smaller districts by drawing money out of the traditional public schools. </li>
<li style="list-style: disc outside !important; margin: 3px 0px 0px !important; padding-bottom: 0px; padding-left: 5px !important; padding-right: 0px; padding-top: 0px;">Privatization and profit-making. The LWVIL opposes the presence of private, for-profit companies in the governance of public education, as there could be a conflict between the interests of shareholders in the corporation and the citizens of the state.</li>

LAKE COUNTY — Community members who live near coal ash waste sites in Waukegan, Lake County and across Illinois testified Wednesday and Thursday before the Illinois Pollution Control Board to demand tougher protections against pollution.</div>

Adjacent to the Waukegan coal plant now owned by New Jersey power company NRG Energy are two coal ash pits, totaling 104 million gallons, sitting right next to Lake Michigan. Coal ash is the waste material left after coal is burned. It is full of heavy metals, such as mercury, lead and arsenic, which can cause cancer and brain damage in humans and are toxic to fish and wildlife.</div>

In 2012, the Illinois Environmental Protection Agency issued notices of violation for excessive levels of dangerous groundwater pollutants at the coal ash ponds in Waukegan, as well as three other coal plants formerly owned by Midwest Generation. While some corrective measures have been taken, community members feel more protections are still needed to safeguard groundwater and Lake Michigan.</div>

“Having two coal ash ponds right next to Lake Michigan that have a history of groundwater contamination presents a real threat for that body of water,” said Traci Barkley, water resources scientist with Prairie Rivers Network. “Strong rules on coal ash waste from Gov. Quinn and state agencies will help protect communities like Waukegan from the undue liability of having to clean up messes from polluters.”</div>

Over a dozen residents from Waukegan and Lake County testified at the Illinois Pollution Control Board hearings in Chicago on Wednesday. They also delivered hundreds of additional public comments from other community members urging stronger coal ash protections.</div>

Community members, environmental organizations and public health experts also asked that power companies be required to provide financial assurances so that taxpayers aren’t left paying the bill for coal ash disaster clean-up.</div>

<b><span style="color: #222222;">“Coal ash pollution presents significant threats to public health and water quality,” said Mary Mathews from the </span><span style="color: red;">League of Women Voters of Lake County </span><span style="color: #222222;">and a Lake Forest resident. “State agencies and elected officials should be doing more to ensure that such an important body of water like Lake Michigan is better protected from the threats of coal ash pollution in Waukegan.”</span></b></div>

The hearings come in the aftermath of this winter’s coal ash disaster in North Carolina, where toxic coal ash flowed through a broken pipe into the Dan River, spreading contaminants as far as 70 miles downstream. That disaster, which could cost up to $1 billion to clean up, could have been avoided if alarms raised by community groups and citizens for years had been heeded.</div>

As written, the state’s proposed rules fall severely short of protecting Illinois communities from the serious harm that coal ash pits pose. Furthermore, the state’s rules fall short of U.S. Environmental Protection Agency’s considerations of a federal coal ash rule that would protect communities.</div>

“Knowing the weaknesses in existing protections increases the concern about coal ash ponds like one in Waukegan, which is so close Lake Michigan,” said Faith Bugel, senior attorney with the Environmental Law & Policy Center. “Coal ash ponds around the state need tougher standards to protect surrounding communities.”</div>
